Where can the date a statute took effect usually be found?
The date of enactment is most easily located by consulting the parenthetical information provided after every statutory section included in the print and online versions of the United States Code (USC), the United States Code Annotated® (USCA®), and the United States Code Service (USCS).
How do you tell if a statute has been amended?
The easiest way to access a historical version of a statute is to first go to the current version, and then select “Versions” from the “History” tab.
Why is Westlaw slow?

WestlawNext gives the option of hourly (charged by the amount of time you are on the document) or transactional (charged per document accessed). Westlaw suggests billing $99 per search, which price includes all the documents clicked on (unless the document is outside of the plan).
